Uniform Rental Screening Criteria
Philadelphia Renters’ Access Act Notice: This document is provided to all prospective applicants prior to accepting any application or application fee, in compliance with Philadelphia Code §9-810 and §9-1108(3)&(4). All criteria are applied uniformly to every applicant without exception. Providing false or misleading information at any stage of the application process is grounds for immediate denial or, if discovered after lease execution, lease termination.

Financial Requirements
- Minimum Income: Gross income of at least three (3) times the monthly rent — $3,000/month minimum — from all verified income sources combined. Water is charged separately at $25 per person per month and must be factored into total monthly obligations.
- Credit History: Reviewed holistically, including payment patterns, outstanding obligations, collection accounts, and overall financial responsibility. No specific credit score threshold is used as an automatic sole disqualifier; the full credit profile is evaluated in context of all other criteria.
- No unpaid civil judgments of any kind
- No active non-medical collection accounts. Collections arising from medical or healthcare-related bills are excluded; all other collection accounts must be zero.
- No outstanding debt owed to any prior landlord (rent, damages, or fees of any kind)
- No outstanding utility balances that have been referred to collections
- Minimum average monthly checking account balance equal to one (1) month’s rent , demonstrated across the full 12-month verification period
- No more than one (1) NSF (insufficient funds), returned payment, or overdraft transaction during the 12-month verification period
- No active bankruptcy filing, and no bankruptcy discharged within the past two (2) years. Discharged bankruptcy is evaluated in context of full financial picture, time elapsed, and current financial stability.
- Debt-to-income ratio no greater than 50% of gross monthly income, inclusive of all monthly obligations including rent and water

Income & Bank Verification
Applicants must satisfy income and bank verification through one of the following two methods. In both cases, the account must have been open and continuously active for a minimum of 12 months.
⚠ Not Accepted — Automatic Disqualification: Screenshots of any kind · Photos of screens or monitors · Mobile app screen captures · Third-party exports or aggregator downloads · Any document showing signs of alteration or inconsistency.
Both options are reviewed for: Consistent deposits reflecting stated income source · Minimum average monthly balance of one month’s rent· No more than one (1) NSF or returned payment event across the 12-month period.

Rental History
- 12 consecutive months of verifiable on-time rent payment history is required, documented by one or more of the following:
- Written reference from current or prior landlord
- 12 months of bank statement entries or canceled checks showing consistent rent payments
- Payment records from a property management portal (AppFolio, Buildium, etc.)
- No landlord-tenant judgment entered against applicant in the past four (4) years that was not satisfied or vacated (Philadelphia Renters’ Access Act maximum lookback)
- No prior lease termination for lease violations including: noise complaints, unauthorized occupants, controlled substances, or property damage
- No outstanding balance owed to any prior landlord
- Applicant must provide verifiable contact information for all landlords for the past three (3) years. Refusal to provide is grounds for denial.
- Proof of proper notice given to current landlord, or written confirmation that applicant is leaving in good standing
No prior rental history? Applicants without prior rental history may qualify with a financially qualified co-signer plus supplemental income and bank documentation, reviewed at landlord’s discretion. See Section 9.

Utility Payment History
- 6 consecutive months of utility bills from current or most recent residence (electric, gas, water, or any combination totaling 6 months of coverage)
- Bills must show: account holder name, service address, and payment history
- All 6 months must reflect on-time payment with no late fees, shutoff notices, or past-due balances
- Acceptable: original statements downloaded from the utility provider’s official portal, or mailed paper statements
- Applicants whose utilities were included in rent must provide written explanation and may be required to submit alternative documentation
⚠ Not Accepted: Screenshots, photos of screens, and third-party exports will result in automatic disqualification.

Required Documentation
- Government-issued photo ID (driver’s license, state ID, or passport)
- Social Security number or ITIN (required for credit and background check authorization)
- Two (2) most recent pay stubs or equivalent income documentation
- W-2 or 1099 from prior tax year
- If self-employed: two (2) years of tax returns and/or a letter from a licensed CPA
- If receiving a housing voucher or subsidy: current award letter showing amount and term
- Two (2) personal references — non-family members — with verifiable contact information
- Complete address history for the past three (3) years. Any unresolved gap may be grounds for denial.
- Signed, dated, and fully complete application. Material misrepresentation is grounds for immediate denial or lease termination.
